For this issue, it's recommended to look into the Event log, event Log often provides the solution to many problems and is worth exploring. To open the Windows Event Log, type the following at the command prompt or in the Run menu:

Please say something technical that can fix the problem correctly. I welcome everybody who can hemp me out of this. I am in a great fix.

This link points to the Web Platform Installer forum which is likely a much better forum for discussing this issue. If you do a search for "unable to download product list" on this forum, it seems it can have multiple causes and you'll find diagnostics files
to watch for further narrowing down the exact issue...
For example http://forums.iis.net/p/1165617/1936413.aspx shows the location for the product list (as a go.microsoft.com link) that you could try in your browser to see what happens (works fine here).
