As far as I know, you can try the following methods.
1: Excel Web App
You can try using the Excel Web App Embed feature that lets you embed tables and charts from Excel directly on your Web Page. The Excel Web App and storage is all free from Microsoft. Any data you embed on your Web page can be viewed by all the major desktop
and mobile browsers and when you update your spreadsheet the data on your web pages is automatically updated as well.

Embed an Excel workbook on your web page or blog from One Drive:
If you want to edit the Excel file in your code, in the ASP.NET application, then you may try Aspose.Cells for .NET. This is an API which provides quite flexibility to manipulate Excel files without the need for Microsoft Office to be installed on the server.
You can refer the following link:
4: Create a Web page excel editor
Also, you can create a Web page excel editor and allow the user to then manipulate the HTML representation. When the user operates the update, then update data to the database.
Finally, I think if you focus on excel operation. You can get the support to excel forum. Current forum can give you some support Web API's.

open data-table value in excel spreadsheet in web browser after modify data in excel sheet save the value in database
Excel will display the data in a tabular structure so if your requirement is to display in tabular format then using Excel is a overhead. You might consider using
GridView control to display the data. GridView control support CRUD(Create,Read,Update,Delete) operations on its data with database.
