Its kind of weird, that styesheet was working day before and now its not working.Have not done any changes with style sheet.
in design page it showing proper design but when i rum it in browser its not working

Please use any modern browser such as Chrome and go to developer tools (press F12) and inspect elements and see if your changes are applied.
Also click the network tab, refresh the page and see if your stylesheet is downloading properly without any issues.

Most likely the issue will be the css getting cached in your browser. Try refreshing cache of browser. You can clear the cache by pressing the "CTRL+F5".
An alternative solution is add a random dummy value to the code where you refer the css so the always the latest css file will get loaded.

I agree with
Nataraj and a2h. You could use Network tool to check whether all CSS files are loaded successfully in your web page, and you could clear browser cache and refresh your web page to check the
actual CSS styles that are applied to elements. Besides, you could create a new external CSS file with a new name and copy your CSS code to this new external CSS file then add reference to this new file to test whether it will be working.
