I am reading through following tutorial on ASP.NET official website and keep getting the following message whenever I scroll down a page. How can we keep this message from appearing?

I find this annoying in that it appears as soon as you scroll. It should appear as you leave the page, in my opinion. Then I might click one of the options rather than dismiss it/move it out of my way.
Clicking the X in the right corner will dismiss the prompt for that page view Rating the content will dismiss the prompt permanently.

We've been discussing how to improve the user experience yet get the ratings we are looking for. This would be a good compromise, thanks for the suggestion!
