Installing aspnetwebpages.msi fails at the "updating root web.config" stage and then rolls back on Win 10 Enterprise. There is no issue on Win 10 Pro.

-There is no older version of web pages installed (nor VS2010)
- IISRESET /STOP still fails. Uninstalling IIS completely still fails.
- Not read only - the file gets modified during the installation
I've also tried a couple of different installers, both with the same issue.
Does anyone have any other ideas as to what may be the cause / solution?
Why does this fail on Ent but not Pro?
Perhaps a related incident - when installing a data management application, the system check failed on port 80, claiming it was being used by another process. Checking the port only revealed PID 4 as listening, which I believe is the same on any OS. However,
I haven't seen this kind of issue across any OS from 7 to 10 inc. servers. I still have not discovered which process was to blame.

Temporarily move the application to a different port then install data management software.
This is where you should go with your Win 10 issues

The data management software issue was resolved a long time ago. The IIS details were extra information in case it resonated with anyone here.
It's not IIS related, and I've already been bounced from the Win 10 forums to these forums.
My issue is installing aspnetwebpages.msi as per the title.
Any and all help would be appreciated.

Welcome to asp.net forum.
From your description above, I'm not sure the root of this issue, you can check whether .NET framework 4.5 is installed.

As you mentioned above, this issue only occurs in Windows 10 enterprise version, it's also recommended to consult Windows 10 experts.
