I run VS2015 as administrator, start a new project ASP.NET application, Empty 4.5.2 and then just add a simple html page. When I try to launch using IIS Express I just get waiting for local host. If I do this under IIS local it works fine.
I've looked at a number of solutions but have been unable to resolve the problem. I'm a newbe to all of this so would appreciate step by step instructions on how to resolve.

Perhaps there is something wrong with your applicationhost.config file.
1.Close Visual Studio
2.Delete applicationhost.config which locates at C:\Users\[you]\Documents\IISExpress\config
3.Load project again and Run IISExpress

completely deleted the iis express folder. didn't work. reinstalled VS2015 - still the same problem. IIS as local server works but IIS express always waiting for localhost. Works fine on laptop but not on desktop

Experiencing the same problem on clean Windows 10 workstation.
Uninstalling Visual Studio 2015, and installing only IIS Express 10, replicates the problem.

What is the URL in the browser and what is the command you used to launch IIS Express? Without a proper configuration file and the proper URL in browser address bar, the issue is expected.
