I am very new to this. I have a web application designed in asp.net visual studio 2008 framework 3.5. It displays very well on computer platform, however when I open it on a mobile browser it displays poorly. How do I tackle such an issue. I would like it
to display properly in the mobile browser and on a computer platform browser as well.

consider redesigning your app with bootstrap

https://github.com/n33/skel or any of a number of responsive UI frameworks. You can also roll your own and do lots of CSS media queries. note: generally you'll have to require an HTML5 capable browser for CSS3 stuff.
You could also redo your app so the pages are very simple and just use divs for layout and drop tables.

Unfortunately i can't redesign it using bootstrap but what are some of the css media queries
