hi, just started to learn VS Web Express 2015. found out there is a great tool inside - Style Builder that will help us to style the CSS. But i could not find it in the context menu. Read some post online saying it has been taken out in the VS 2013. So is
it true? And if no, where could i find it?
And if its really been cancelled, is there a substitute for it?

Actually I had forgotten that this tool had been in VS in the past. I used but not for long. Since Browser Link entered the arena the way of updating CSS has changed somewhat as you do it in the F12 tools of the browser directly and let it sync back to VS.
Perhaps there's some substitute for it which does the same but none that I know off. What I make use of is Visual Web Essentials extension:
http://vswebessentials.com/features/stylesheets. It does include tools to optimize and better understand your CSS.
