The website that I work with was handed down to me from the web developer who resigned about 5years ago. The company that I work for wants the current website to be responsive and I am not sure how to go about this. Im fairly new with this platform and have
very basic knowledge of c#. Is this an easy transition? How can I go about making a website responsive?

either choose any preferred theme or learn bootstrap & CSS3 which might be easy for you. With the help of bootstrap Css3 combination you can create your website responsive.
Sometimes it will be easy again depend on how easy you create style css etc.

to make it responsive you're going to rely more on how the html is generated and the CSS styling. You can likely keep most of the C# stuff intact.
If the application is already ASP.NET MVC you have a bit more luck as that's closer to the metal of outputting html and you have more control over it. If it's still webforms then you could try to have the controls generate proper html.
There are quite some CSS frameworks out there to make a website responsive. A very popular one is Bootstrap. Actually the latest templates of ASP.NET make already use of that framework.
For testing you can make use of every main browser out there. I find the shortcut
ctrl + shift + M rather handy in Firefox as it jumps between different modes to show your page on a regular or small screen.

would be easy to make it responsive, or if you have to rebuild it from scratch (perhaps using a responsive framework to help you, like bootstrap). Depending on what is in the pages of the site, and how the HTML is structured, this could be a moderate effort
or a complete re-write.

You should consider to use "Responsive Design" concepts. You can achive the responsive design using
Bootstrap. When you use bootstrap (mostly they are CSS stuffs) it will handle all the necessary things for you.

In order to make the website responsive, you need to focus on HTML and CSS stufss mostly. If you are good in HTML/CSS means it is very easy to transist. If you are not good also you can learn from online tutorials.
