I'm using Visual Web Developer 2010 Express with SQL Server 2008 Express, VB. Hopefully this is in the correct forum.
Rather than going into SQL Server and exporting to Access, I would like to create a utility within my web program whereby the user can create an Access copy of the SQL database for home use. This database adds electronic component specifications to a CAD
schematic and the user would then be able to work at home and extract data; the user could not add or change data.
Is this possible and if so how? I have not been able to find much on the subject on the web.

What you can do is:
If you want to find out if its possible to put in protection for when the user is using the database on their desktop, you should find a dedicated Access forum for that kind of question as it is out of scope for these forums.
