This might be weird, but can we create self hosting HttpHandler application. I do not have any webserver.
Is it possible?

Not really. HttpHandlers are part of ASP.NET and you have to host ASP.NET in a Web server. Typically this is IIS. If you're running on Windows you have IIS since it's part of Windows, it just needs to be enabled.
It's also possible to host ASP.NET in other applications, but it's not trivial do this. You basically need to implement a custom HttpRuntimeHost and all the related dependencies that are involved with that which is difficult.
If you want to create a self-hosted server HttpHandler like application, I recommend you look into ASP.NET WebAPI or a third party tool like Nancy, both of which run ontop of OWIN which can be much more easily self-hosted in your own applications, IIS or
another Web server.
