When I Rebuild my project just prior to Publish, I notice that the file
Telerik.Web.UI.XML gets deleted from the bin folder. As a result when I Publish, Visual Studio will throw me an error:
Copying file bin\Telerik.Web.UI.XML to obj\Release\AspnetCompileMerge\Source\bin\Telerik.Web.UI.XML failed. Could not find file 'bin\Telerik.Web.UI.XML'.
My workaround is to copy that file from C:\Program Files (x86)\Telerik\UI for ASP.NET AJAX Q2 2015\Bin45 back to my project bin folder. This time, Rebuild will not delete it and I am able to Publish without error. However, if I close Visual Studio and try
again, the same thing will recur.
Why does that file -- and only that one -- get deleted? When I check the project bin folder prior to Rebuild, that file is there and not excluded.

Check the properties of the file and try setting "Copy to output directory" to "always"

As mentioned above,
Copy to Output Directory Property specifies the conditions under which the selected source file will be copied to the output directory. Select
Do not copy if the file is never to be copied to the output directory. Select Copy always if the file is always to be copied to the output directory. Select
Copy if newer if the file is to be copied only when it is newer than an existing file of the same name in the output directory.
