i was working on adding some built events within my project file and I saw the ** in the path? What does that mean?

Within MSBuild events, there are a few different things that you can do with regards to assigning wildcards within paths as mentioned in
this related MSDN article. The double-asterisk refers to a partial path, however when used in this context it's likely going to represent a recursive tree traversal of the folders.
This means that the code that you supplied would search within your "Project Directory" for all .dll files in any subdirectories. This
