Caveat: I have published the web site onto the localhost IIS server already.
HTTP Error 404.3 - Not Found
The page you are requesting cannot be served because of the extension configuration. If the page is a script, add a handler. If the file should be downloaded, add a MIME map.
1) I am wondering is there a way to just type the hyperlink on the browser to access the svc file
on my IIS localhost?
2) Also, from my android application, do I usually put in the same url as I type in the web browser if that's possible...

For this situation, if you publish the wcf service to the localhost IIS server, then you could access to the service(svc file) through the web browser. However, you can not access to the wcf service through the same address in your adndroid mobile. Cause,
you just publish the service to your localhost iis server, it's not published to the public internet. Except for your mobile use the same local network as the computer.
