when should we use validation library for validating data?

Use ? Build ? It looks a bit like if you are asking if you should use a tool when you are in the situation for which the tool is precisely intended to be used...
Or do you mean compared with building your own validation code from scratch rather than using a ready to use library ?

i mean which types of validation does asp.net webpages support by default and which types need a library to be defined?

You are able to write custom validators using exactly the same mechanism which is used by out of the box validators. You have that is quite often in ASP.NET that is if Something is not available out of the box, you usually have the infrastructure to add
missing elements using the same base mechanism than the "out of the box" stuff.

The built in validators only cover form fields which are posted to the server. It doesn't support forms submitted via GET or uploaded files. My article on the validators lists the types that are available (required, integer, range etc). Anything not on that
list is not supported.
