Consider we have a small network and there is a web application in on of Computers.
how can run this web application in other computers using web browser?
for example by entering somthing like ( localhost://myprogramname ) in address bar.
I searched over the internet and find some articles do it using MAMP (I think mamp is somthing like IIS for php programmers) but not IIS.

You can access web application from other computers by tipyng ip address in browser
http://<ipaddress>/myprogramname or http://<ipaddress>

Host the site on the partner PC as , http://testweb.com (on IIS),
disable the firewall on both PC (For testing purpose)
Put your partner IP on the hosts file on the PC where site is accessed.. File is in C:\Windows\System32\drivers\etc
add an entry like following
Try accessing the site.

I tried your suggesstion although I can access the website in host computer but not in partner computer (I tried one host and 2 other computer in network)
also I tired this article step by step
and although I can access my webapplication by this address in host computer
when I test the same address in partner computer it says this webpage is not available
our computers are connected to each other using wireless modem router, not cable, can it be issue?

Make sure IP address is exposed in the network. On the command prompt, from the partner's cmd window
look for the result. Make sure message communicated properly.
