I bought a new computer and installed SQL Server Express 2014 and Visual Studio Express 2013. I've been able to connect to attach the database I created in SQL Server Express 2012 in SQL Server Express 2014 and view and edit tables.
When I try to work with my web site in Visual Studio Express 2013, I've been having a variety of problems. Most recently, the error message is:
"An exception of type 'System.Data.SqlClient.SqlException' occurred in App_Web_c0sv1x2m.dll but was not handled in user code
Additional information: Unable to open the physical file "C:\Safety_Designs\App_Data\SafetyDesigns.mdf". Operating system error 32: "32(The process cannot access the file because it is being used by another process.)".
An attempt to attach an auto-named database for file C:\Safety_Designs\App_Data\SafetyDesigns.mdf failed. A database with the same name exists, or specified file cannot be opened, or it is located on UNC share."
That's the error message I get when I use the Connection String "Data Source=(LocalDB)/v11.0"
When I change the Connection string to v12.0 (this was suggested somewhere else), I get a different error:
"The database 'DB Path' cannot be opened because it is version 782. This server supports version 706 and earlier. A downgrade path is not supported." along with the above error.
I don't understand what the problem is. The file is there and it's not being used by any other process that I can see. There's no other DB with the same name.

If you tried SQL Server 2012, update to latest version.
1. you have to make sure that install sqlserver2014 not just management tools
2. as per your issue shows server supports 706, which means it's sqlserver2012 only.
3. Goto management studio --> just check your running sqlserver version by using this query 'Print @@version'
4. If still not working, you uninstall all SQL files for 2012/2014, then reinstall only 2014,
5.Then you check the connection string, user permission & all.

The above question from mavila perfectly mimics my own problem; after installing SQL Server Express 2014 and Visual Studio Express 2013 I can connect to an old database I created earlier (version 706). I can access the .mdf file from SQL Server Express 2014,
but not from VS Express 2013 (nor from older versions of VS when I try to install these!).
I don't see that the answer provided helps in sorting this mess out.
Any help here would be greatly appreciated!

I have seen this problem of SQLS versions mentioned in several forums.
I have created several web sites in Visual Studio 2010 on a PC using Windows 7. I have now upgraded to a PC with Windows 8 and have installed exactly the same version of Visual Studio on it. When trying (locally, using Control-F5) to run a web site created
on the older machine, I get the message "The database ... cannot be opened because it is version 661. This server supports version 655 and earlier. A downgrade path is not supported."
Like many others, I would appreciate help in understanding and dealing with this problem.
