as detailed in the official SignalR documentation (here:
http://www.asp.net/signalr/overview/performance/signalr-performance#tuning) I need to change my server configuration for SignalR. My server is an Azure web role. At the moment I can connect to the server using remote dektop and apply changes manually, but
I'd like to know what's the suggested way for making those changes persistent and automatically applied to all new machines that will start due to autoscaling up.
1. Is anything required to be restarted after applying changes? If so, what needs to be restarted? I am referring specifically to the use of appcmd.exe for adding a new configuration section and the text changes to the xml configuration files (both aspnet.config
2. If restart is required, how can changes be applied at boot, so no restart is required?

I think you're looking into Startup Tasks which run before the role starts up: http://msdn.microsoft.com/en-us/library/azure/hh180155.aspx. You can have it run a command or install
