What is the best way to stop model binding after the List<object> being bond count is > 15000? In other words, we do not want to bind 30000 objects in one request.

Where does it come from? You could use LINQ and its Take method:
http://msdn.microsoft.com/en-us/library/bb386988(v=vs.110).aspx (even 15000 seems a lot)

This is the mobel binding for ASP.NET Web API, when an object is sent to the controller from the request.
