If you are using ASP.NET webforms and want to display your data in tabular format - GridView is the right control.
You can refer this article:

Any of the major data-related controls such as GridViews, Repeaters and others would be completely fine for accessing a viewing your data from a database.
You might want to consider taking a look at some of
the available ASP.NET tutorials on this site (or the
Data Access tutorials in particular) to help getting started (with this particular topic and ASP.NET in general).

You might simply want to implement a basic authentication system similar to the
Forms Authentication that is built-in to most ASP.NET Application templates. Using this approach, you could require users to log in to your application and determine what they would have access to using either User- or Role-based authorization (e.g.
only an administrative user could log in and access the data).
As with many topics similar to this, there is numerous ways to handle it, but this might be the most basic / simple approach. You can find a simple tutorial that discusses using Forms Authentication within your applications

Yes, you should use SSL in order to secure the protocol. Use it along with an authentication mechanism as Rion has pointed out.
