I downloaded the December, 2012 version of the AJAX Control Toolkit and followed the instructions in the link below to add the AJAX Control Toolkit to the Toolbox . This was successful, but I am obviously missing something still. I don't see the Script Manager,
the Update Panel, or the Content Template in this toolbox. I see all sorts of extenders such as the UpdatePanelAnimationExtender and other tools. Where is the Script Manager, the Update Panel, or the Content Template? Is that in another download?

I guess you have named your new tab for toolkit controls like "Ajax Control Toolkit."
Are your looking under this tab for UpdatePanel and ScriptManager controls? if so then you wont find the UpdatePanel or ScriptManager controls there.
You need to look in to another tab called "AJAX Extensions" in VisualStudio toolbox, you will find ScriptManager and Updatepanel controls there.

Okay, I found them, but I have not found the ContentTemplate to go with the UpdatePanel. I'm thinking I should also switch to the ToolkitScriptManger instead.

ContentTemplate is not a control which you can drag and drop from Toolbox of VS. its part of UpdatePanel control. Once you add the updatepanel control in your page you can type in contenttemplate like given below

If you are using any controls from AjaxControlToolkit then you need that dll in your folder. if you are not using then you can remove it from your project.
