I have mydomain.com with an unassigned IP for http in IIS
The DNS points to the primary IP say 22.214.171.124
However for the HTTPS binding I use 126.96.36.199 (lets assumed .12 is already being used for an SSL elswhere on the same server)
Would this work?
Or say If I had the mydomain.com assigned to for 188.8.131.52 (HTTP) and for the https binding ( 184.108.40.206)?

Yes you could access the same site using one IP for http and another IP for https (if I understood your question). Note that AFAIK this is not needed. IIS now supports several SSL sites with a single IP.
