I am trying to stream video file from another server. The user watching the stream should be able to seek the video file. I know that this can be easily done if the file is on the same server as the web site, but currently the application is on another server
and the mp4 files are on another.
Can this be done is ASP.NET Web API? Or should I look doing this by IIS or any other application?
I am new to this topic so I am completely lost, any suggestion or direction is highly welcome.

I would recommend using Windows Streaming Services which is built into the Windows Server OS. That's how I've seen it done where I work, then you merely reference it by .asx file. There are many examples around the internet that explain how this is done
but may as well give you the link to Microsoft's explanation.
The Streaming Media Services role enables you to manage delivery of live or on-demand digital media content, including Windows Media Audio (WMA) and Windows Media Video (WMV), over networks by using administrative interfaces in Microsoft Windows Media Services

Thanks for your answer. The problem here is that I have Windows Server 2012 R2. If I am not mistaken Streaming Media Services are only available in Windows Server 2008 & 2008 R2.

I believe the Streaming Media Services were replaced with the Smooth Streaming extension.
