I'm working on a project where a client is requesting that we PUSH messages to them as opposed to them requesting data through a web service. So in this scenario they would be a passive client versus having to poll us.
Would any Microsoft project such as WCF allow for this type of architecture?

WCF service supports push notifications, and we can implement it by using the WCF callbacks. Also in WCF you could use net-tcp protocol to connect in duplex clients and server. For more information about the implementation, please try to check the following
