Can a mobile application made in .Net be run on iOS , Android and Windows Mobile , In other words all .net platforms.

It depends by what you mean by building a mobile application. If you build a windows phone application, then no you can't as it's only for the appropriate Win phone version.

There was an older toolkit for mobile controls with ASP.Net, but this was developed way before smartphones and was focused on something called WAP, which isn't really something developed for anymore since it would be for phones that were available over
a decade ago.
