browsers etc, where jQuery has all that code built into it.

Since $(document) and jquery(document) are the same thing. Now that looks like a function call to me. I think that telling people that jquery() is a function makes it conceptually simpler for students like myself (student for life) to understand.

but can you develop a web application (info storage and retrieval, security, role based authentication, etc) with jquery?
A software framework is a universal, reusable software platform to develop software
applications, products and solutions.
Also does jquery have its own compiler/interpreter?
Software frameworks include support programs, compilers, code libraries, tool sets, and application programming interfaces
(APIs) that bring together all the different components to enable development of a project or solution.
In my humble opinion I think calling jquey a Software Framework is stretching the description provided by wikipedia. Nonetheless I will yield to your more experienced opinion.
I am an addict. I am addicted to knowledge.

You can't write a whole app with jQuery but that's not what makes something a framework. Some frameworks are so broad that they do allow that, but you don't need to allow generation of complete systems in order to be a framework;
"In computer programming, a
software framework is an
abstraction in which software providing generic functionality can be selectively changed by additional user-written code"
