Consider Visual Studio
Visual Studio features outstanding debugging tools that you may want to look into and it is the premier product available for developing ASP.NET applications.
Microsoft has a variety of openly available tools out there such as their Express series of their main development related products that you can use free of use while you are learning (and even beyond for commerical usage) to help get you started
working within .NET which should work with Windows 8 or 8.1 without any issues :
Regarding Debugging in Visual Studio
Standard debugging within Visual Studio is fairly straight-forward and involves the use of breakpoints which can easily be placed within your application and will allow you to stop
and step through your code when one of them are reached during execution.
All you need to do to actually create a breakpoint is to click within the gray-margin on the left-hand side of your code and a red dot will appear (indicating a breakpoint). After doing so, when your application is run with debugging and this point
is reached, the debugger thread will take over and allow you to step through your code by using either F10 or F11.
During debugging, you can actually mouse over any of the values within the current scope of your code and see additional properties about them, which can be incredibly useful when troubleshooting issues.
