I am actually working on a project with Individual User Account (<authentication mode="None">).
When I first sign in, the project works fine.
If I sign out and try to sign in as a different user from the same terminal, User.Identity.IsAuthenticated is always false and User.Identity.IsAuthenticated remains false unless I restart the terminal.
I have been dealing this problem for a really long time and I couldn't come up with a stable answer. Any thoughts?

I wanted to give more information, but I really have no idea why this is happening. Any help would be appreciated.

For this situation, I create the web project (Visual studio 2013, IE11) web form template with the Individual User Account (<authentication mode="None">), and then running the project and create two login account, and it works fine that sign in the user
and sign out, then sign in with another user.
So, based on the above information, it's hard to point out the reason of the current issue, it's recommended that you could provide more information.
