I have a WebAPI 2 application. I am encountering a strange problem where the Route attibute does not appear to be working properly for some of my methods.
Actually, it appears that the application isn't even getting hit. I have a custom message handler that I am using, and it isn't getting invoked. I'm beginning to think that IIS (8) is intercepting the calls and returning a 404 error.
Has anyone experienced similar behavior? Any help would be greatly appreciated.

Try to download Fiddler. It is a tool that you can use to manage your web api verbs and functionalities.

If you think it is because of Routing, you can add global error logging or global error handling to your code.
Moreover, global custom handlers (includes error handlers that are mentioned in the above link) are run before routing mechanism, as stated in this picture
Best of luck
