For this issue, we can check SQL Server Connection Strings first,
The following example is for a SQL Server database using SQL Server security (log on to the server by using user credentials in the connection string). The example assumes that you are connecting to the default SQL Server instance on the server.
connectionString="Data Source=ServerName;Initial Catalog=DatabaseName;Integrated Security=False;User Id=userid;Password=password;MultipleActiveResultSets=True" />

In addtion, you could also look into the logfile in IIS, and check whether it can give some hints why this happens.

If you deploy your site to a shared server, you may have to alter the connection string a bit

Could you try by giving the IP address instead of giving the server name? Sometimes the server name could not resolve to it's corresponding IP address so it might give problems.
