I have a class that Inserts multiple rows in to the database. How can I Increament the value/length of the Progress bar base from the ExcuteNonQuery ? Like

Without seeing your code,
I did not fully understand what you mean . i would suggest you try using the way below:
SqlConnection = new SqlConnection(constr);
myCommand = new SqlCommand(sqlCreateDBQuery, SQLConn);
Processcount=Processcount+affectcount; //progress bar show count
lblProcessbar.Text = Processcount.ToString() + "/" + Total.ToString(); //progress bar total number
Of course you can use hidden control , then call the jquery to retrieve the value from any hidden control.
