Not sure which specific features you are talking about but back in 1996 web site interaction were likely pretty much limited so "functional" meant for most websites you could keep reading (or itnteract with) the current content as this was pretty much the
only thing you could do.
Perhaps the feature they are talking about is local storage or whatever (which is not SPA specific) that you could use to let users to even create new content while offline if it makes sense for your app. Perhaps if you let us know where you saw this online/offline

SPA applications may be designed to be similar to standard desktop applications. This means you may continue working while you are offline, and then synchronize your data with the server when you are on-line. However, this is not automatic: the application
must be designed in a way to minimize the interaction with the server.
