Service versioning is used to record the service application changing history. Below explaination comes from msdn.
"After initial deployment, and potentially several times during their lifetime, services (and the endpoints they expose)
may need to be changed for a variety of reasons, such as changing business needs, information technology requirements,
or to address other issues. Each change introduces a new version of the service."
