Solution Explorer ( then rt. click on solution choose properties)
--> gets me to: localhost/solutionname/Property Pages ( then choose Build)
--> in Target Framework click the dropdownlist
I have vs2008 and I want .NET 4.0

Sorry friend by VS2008 does not support .NET 4. You will need VS2010 minimum for that.

As bbcompent1 mentioned, Visual Studio 2008 only offers support up to .NET 3.5 (Service Pack 1).
You'll need to download a version of Visual Studio 2010 or higher (Visual Studio 2012 or Visual Studio 2013) in order to target .NET 4.0 and above. You can download all of the aforementioned as limited trial versions or full Express Edition versions
