If i write a simple code window.open(), the window is not opening until i delete the temporary internet file in the client machine.

I suggest to update the cookie in the code behind. If we want to update the cookie value, please refer to the code below:
context.Response.Cookies["user_id"].Value = user.ID.ToString();
