I just installed VS 2013 RC alongside multiple other versions of VS. I created a default WebApplication and published it to /inetpub/wwwroot/WebApplication1 folder. I created a couple of new user accounts using the new web application running on IIS 7.5.
All of it works. Only problem is I don't see w3wp.exe running under the application pool identity account when attempting to "Attach to process" or in the "Task Manager" list of processes. Has this stuff been tampered with also? Or am I just not seeing something?

According to your description, please check something as follows:
1. Make sure the application is running on the IIS. (Please open browser the application in the IIS)
2. Make sure checked the Show processes from all users checkbox in the attach to process window.
3. Please try to run the VS as administrator and check the result.

#2 solved the problem for me. I was told this once before but I forgot about doing this when I upgrade from VS2012 to VS2013.
