I create a website using webmatrix. The razor(cshtml) code is used to create an application and publishing was successfully completed. When i try to see my website it shows You do not have permission to access this document.

Make sure that the site is configured to use .NET 4 Integrated Pipeline on the hosting server.

One error is told by Mike, Framework, other error as told here: http://www.checkupdown.com/status/E403.html
Is that, there might be a permission control, on the control panel of your website! That's preventing the user to access the files of the site. Check that you are allowing persmissions.

Okay. If it is not a .net framework 4 integrated webserver means. What should i do is there any some other chance to publishing. Please tell me.

You need to ask your hosting provider regarding the Integrated Pipeline Mode issue.
My guess is tat your probably using Classic Pipeline Mode. Ask your hosting provider to change it for you.
You also need to create an App Pool for web application or website.

He/she is getting a standard IIS 403 page.

You should have first checked the .NET Framework of the hosting provider you are buying service from! You can check that in the control panel of the server, or directly contact them!
Re-publishing won't help you, unless or atleast you change the whole code to target Framework other than 4 too!
