No; at a minimum, you need IIS7, Windows Server 2008 R2, and .NET 4, though you probably should use IIS8, Windows Server 2012, and .NET 4.5.

We did some resesarch and this is what we did to make it work on IIS 6 with Windows 2003:
1. Gave IIS_WPG group full control of the website's root physical folder.
2. Closed all WCF connections after any WCF operation is called.

You need to verify that you are actually using WebSockets in this environment; otherwise, you are only simulating the presence of a two-way channel which can cause a performance issue with too much content passed back and forth.
