I often notice posted answers that are nearly exaclty the same answer as someone already posted. I know this can happen if you are writing a response while someone beats you to it. But not when it is many minutes or even hours apart. Are people not bothering
to read the posts, or are they using some other utility that aggregates forum questions and allows them to repsond but does not show what others have already answered?

As per my observation, people do it for two reasons:
In most of the cases, I've found that people do it as mentioned in second point.

From what I've seen, some folks do it because:
1) They want to add something not mentioned, or
2) They want to get credit for the answer.

Duplication of previously posted information in a thread is actually one of the reasons under which a post might be removed. These type of posts are reviewed when we see them or when we are alerted to them.
Note that we do take into consideration that occasionally members will post similar/same answers to a thread at nearly the same time creating an unintentional duplication of information.
