Have you installed the
ASP.NET and Webtools Update 2012.2?
You can also install it via Nuget. Just search for Microsoft.Aspnet.SignalR

Have you installed the appropriate
ASP.NET and Frameworks 2012.2 Update? It includes all of the necessary templates and built in Classes to handle SignalR functionality.
Have you tried going through the steps within the
Getting Started with SignalR Tutorial and installed all of the appropriate prerequisites?

If you are using the
SignalR MVC 4 Tutorial
It sounds like you have what you need already installed (as far as the Web Update goes) do you have MVC4 installed as well? The MVC 4 installation is required as it will allow you to make MVC 4 Applications, which the SignalR Templates are available
You can download and install MVC 4 from the link below :
If you aren't using the
SignalR Tutorial without MVC 4
If you aren't using MVC 4, you should have access to the SignalR Hub class from the usual
Add -> New Item steps within your Project in the Solution Explorer.
If neither of these options are working properly, I would recommend restarting Visual Studio and if you are still encountering issues try un-installing the Web Frameworks Update and attempt to reinstall it (ensure that you are using "Run As Administrator"
