an Up Arrow or a Down Arrow to decide whether the current solution is good or not. Something like StackOverFlow.

For some reason I personally don't like that feature. I can see it being abused/misused. Although I have to admit a lot of times I see replies marked as the answer and I think what the heck is going on here; this is wrong. But I still dislike the idea of
voting on answers.

I agree with Mike.
Sometimes I feel that a person asking a question can often select an answer that is "correct" because it fits their needs, but isn't necessarily the best route that they should take for solving a problem.
This is one of the nice things about Stack Overflow and why I think it is so successful is that you may find a selected answer, but then find an overwhelmingly more popular or upvoted answer (which is likely the better way of doing it).
So I think that voting on questions while it may not seem incredibly useful within the context of a single question, it may help the questions on this forum become a more powerful resource in the future (as future users will be able to not only see the
"selected" answer but also those that are very popular and may help them better).
Afterthought : I hadn't seen the note regarding abuse, but as always that is something that will just need to be monitored and hopefully the community itself can help balance things like that out.

This will make customers or moderators better to understand which is better to avoid wrongly marking answers;)
But the owner himself/herself CANNOT DO THAT.

Personally I think only Up-Voting should be well enough.. Down-Voting should be avoided..

Upvoting and downvoting are ok for me as long as:

The message with the most votes might get a certain color. At the moment it's green for the marked answer(s).
Most votes don't mean that is an answer, this should be done by questioner;)
And if votes number has added up to a certain number, the issue should be changed to azure or blue.... Proposed Answer;)

I'm not convinced that Up & Down buttons would work well with our forums. The primary reason is that Stack Overflow is heavily moderated and duplicated questions are discouraged (and often deleted... refer
http://meta.stackoverflow.com/questions/10841/how-should-duplicate-questions-be-handled). So we do have multiple people asking the same questions and there isn't one definititive question and answer set per topic. We are strongly considering adding the
concept of "helpfulness" and possible "propose as answer".

Up or Down buttons will just identify whether the issue "welcomed" or not;)

I've got another nice idea——I mean we can just tell whether a thread is HOT or not just by checking its View Number.
So View Number should be exposed to the public;)

I guess you have already mentioned that in this post:
And By the way currently we can see the most popular thread in past 3 days in every section of this forum in the right side by this title:
