I AM AN APPLICATION DEVELOPER , I WOULD LIKE TO CREATE AN APPLICATION TO TRACK THE REAL TIME TRAIN MOVEMENT IN MELBOURNE RAILROADS . I WOULD LIKE TO SHOW THIS EITHER IN THE FORM OF SIMPLE DATA OR DIRECTLY IN THE GOOGLE / BING MAPS . WILL THERE BE
A POSSIBLE DESIGN TO CREATE AN APPLICATION LIKE THIS ? IF SO WHAT ARE THE RESOURCE WOULD BE NECESSARY TO CREATE AN APPLICATION LIKE THIS.

Yes, assuming that you can obtain the positions of the trains via some web service. If this data is not available, then the only option would be to hire (on minimum wage, of course), people to ride each and every train whilst carrying a GPS enabled mobile-device.
However, this might be prohibitively expensive, so unless the train information is publicly available, then the app is likely to be a non-starter.
If this is web app, you'll need to work out how to either push the data to the client (Google "SignalR" for some clues), or use an Ajax polling query to come back to the server for information.
You're going to need a license to use the Bing Maps API.
By the way, the SHIFT key appears to be stuck on your keyboard.
