Culture 'en' is a neutral culture. It cannot be used in formatting and parsing and therefore cannot be set as the thread's current culture.
the asp throws it when I change the browser language to neutral language "en" and it works normaly when it is locale like "en-US"
I tried to insert this clause "<globalization culture="auto:en-US" uiCulture="auto:en-US" enableClientBasedCulture="false" />" in web.config
but it still doesn't work

Did you try this? Seemed to solve a similar problem.

As far as I know, the problem is that a Thread's culture can not be neutral. It must be specific like en-US or en-CA.

I already changed the culture from "en" to "en-us" in web config file but the problem still occurs

IIRC, for culture you either set it to "auto" or to "en-US". I don't ever recall being able to set "auto:en-US" (unless this is something they added in the past release or two).
