The file is present, correctly named and uncorrupted. If I move it out and back in from the "Bin", it works again, for about 5 minutes, then the error bellow comes back. Any operation that refreshes the file is fine, publishing the anew, renaming or moving
makes the site work again, for a moment.

Is this web site hosted on a web farm? I suspect that the missing file is only missing on one of the web farms bin directories for the website

After some error logging, process monitoring, here is what I have found.
The thrown error is not about this specific DLL, it is most likely because of two referenced DLL. They are present in the BIN folder, but they are never cached, thus when the website is idle for a moment, IIS uses the cache when it is awaken, but only to
find two missing files.
How can I fix that problem and make sure those two file are cached?
