I need to tackle the web request. As user put a URi of my site, and request comes to IIS and my application start its response. I need to play role in between. I want to save couple of configuration and needed to change some statistical data. Here are the
complication I don't want to inherit any class, like we usually do inherit our pages to some base class, and not the Global.asax. What my requirement is to create a seprate DLL(libaray) which have some functionality to intercept the request and perform some
actions, and I only need to include that DLL to my refrences.
Please let me know any clue, how to achieve this.

You should probably look at creating an HttpModule, which would let you intercept all requests which are handled by ASP.NET, without touching the code of your pages.
For a short walkthrough, have a look at
the MSDN Walkthrough: Creating and Registering a Custom HTTP Module.
Hope it helps!

Does it works, if I put my module in seprate project, and just include the dll with web.config registration?

Indeed, you can place your HttpHandler in a separate project and refer to that DLL in the web.config httpmodule registration.
