I have installed Oracle Client and TOAD software on my machine.
Now when i tried to configure the database details through "NET Configuration Assistant" or Oracle Client, I get this error "ORA-12541:
TNS: no listener"
I googled it and most of the solution says i need to run the LSNRCTL.EXE
I have checked my local, but this EXE does not exists on my machine.
Please let me know on this.

Where is the Oracle database located? The listener is on the database server.
It appears that the TNS configuration on the client is wrong. The entry in tnsnames.ora should look like the following:
(ADDRESS = (PROTOCOL = TCP)(HOST = Prashant-PC)(PORT = 1521))
(SERVER = DEDICATED)
(SERVICE_NAME = XE)

Thanks for the reply, Oracle database is on a different machine.
Below is the modfied TNS configuration in tnsnames.ora on my local
(ADDRESS = (PROTOCOL = TCP)(HOST = RemoteMachine)(PORT = 1521))
(SERVICE_NAME = ADC1)

Are there any other clients that are connecting to the database? Can you make sure that the service_name specified is correct?

Oracle TOAD only works with the Oracle 32-bit Oracle Client.
ORA-12541 is very non-specific, but common causes of no contact include software and hardware firewalls prohibiting traffic on the TCP listening port used by the Oracle Database; inability to resolve host names (I always use IP addresses instead of host
names); and other networking issues.

Since the database is on different server and this TNS: No listeners issue seems to be database server specific , have let know the DBA about this.
