I do have a proxy server, and I do not think that Javascript is turned off. IE 8 help only mentions turning off script debugging, and does not mention turning off javascript.

I also run IE 8 here, and it works fine - have you tried FireFox or Chrome? also, have you got compatibility mode (tools) switched on?

Actually, I should have asked if a proxy server is involved, because sometimes they over-aggressively cache content.
I can repro the problem you are describing with Search if I turn off JavaScript. Do you have JavaScript enabled or disabled?

The setting is in a different area than script debugging, it's under Security - Custom Level - Active scripting.

Maybe your corporate app is in a trusted sites zone which is allowing more functionality...
and this site would by default come up in the "internet zone" which may be more locked down at your offices...

You can check your browser's capabilities, including whether or not JavaScript is enabled, on this BrowserHawk page: http://www.cyscape.com/showbrow.aspx. (This would be assuming that http://www.asp.net/ and http://www.cyscape.com are in the same security zone in your browser, which presumably they are.)
