When I try to open the web.config from within visual studio I get the following popup error:
"Value does not fall within the expected range"
Other files open just fine and the project compiles and runs. I've tried rebooting, I've tried uninstalling and reinstalling. I've tried deleting Temp ASP.NET directories. So far nothing has worked. I went to another project and I got the same error so it
doesn't seem to be project specific.
I was running the Visual Studio 11 Beta and the error then said something about parameter was incorrect. I uninstalled and installed Visual Studio 2012 Express for Web. Same issue but different error message.

Here are some steps you can try:
a) Try to run devenv /ResetSettings (in command prompt) to eliminate the related potential settings problem.
b) Try disabling Add-ins (e.g. “Tools” | “Add-in Manager”) or run “devenv.exe /SafeMode”.This can eliminate the possibility that third party Add-ins or packages are causing problems. (For more detailed VS command line switches information, see:
c) Try creating a new project. Sometimes corrupted project settings can cause problems. These are project specific.
d) Make sure that we have the latest service pack applied.
e) Try to reboot the operating system to safe mode. This can help to isolate whether any other applications are interfering with Visual Studio. Note that some features (like IIS) are not available under safe mode. Please check whether this can be applied
or not. In addition to safe mode, we can also try “clean boot”: How to configure Windows XP to start in a "clean boot" state
f) Try to create a new user account. This can help isolate user profile corruption related causes.

Aye I'd see that one during my search for a solution. Think I replied to it too but nothing seemed to help. I couldn't find the reset settings so haven't done that one.

Boy this one seems to be a tough one. So.
a) Tried that. For 2012 I went to the Import Settings and chose the reset all. No good.
b) Couldn't find any SafeMode. Uninstalled Nuget since it was the only one that I saw that I could uninstall.
c) Tried this. Also opened another project on the same machine and it too would not let me open the web.config
d) Yup I do.
e) Tried this in Safe Mode but still got the error.
f) Tried this as well. No dice.
In addition to these I also have unintalled and reinstalled studio. I'm guessing that perhaps its a corrupt registry setting that doesn't get fixed when I uninstall. I'll keep searching and last thing will be to uninstall then use a registry cleaner and
see if that helps.

Just solved it. I deleted the .suo files found in the solution main directory and that seems to have fixed it. I would have thought that doing the reset all did this but apparently not but seems like it became corrupted somehow.
