I've exhausted all my troubleshooting efforts and research. I'm working on a Web Form web app in C# on a Windows 7 box using VS2012 RC1. I am translating the site to spanish and I have a few resource files copied, one for es, one for es-MX, and one for
es-ES. If I change my browser language locally to spanish, it pulls from the spanish file as expected. I also have a toggle link between english and spanish that works great. Once I copy the code up to our test server (Windows 2008 Server), it is stuck falling
back to English. I've even done some Response.Writes and verified the language detected is the same as my local computer. I've added a globalization line to the web.config and set it to auto, and I've also messed with .NET Globalization in IIS on the server.
I really have no clue what to do next! I've made sure both machines are patched and up to date. Along with zipping up the project folder and unzipping on the server, I've also tried publishing through VS.

I figured it out. We have DNN sitting at the top level of the IIS Site, and web apps under that. The DNN web.config was excluding the extension .resx. Once I commented that out and restarted IIS it worked! Hope this helps someone out.
