I have a web app that creates a number of reports for users to fill out or complete. I build the report dynamically and then convert and save it as a pdf so they can download the report or attach it to an email. Is there a way to make it so when the end
user opens the pdf it would open and allow them to fill in the document through adobe, save the new doc and send it back electronically rather than printing it, filling it in by hand, then rescanning or mailing back the completed document.

PDF were never meant to use that way when created. But, if you insist on editing pdf, you have to use third party tools to acheive that. This video helps in creating editable PDFs.
However, I recommend you to use Export to Excel and edit and send back, which doesnt require much of training etc.
